1996 Chevy Venture cooling fans

The cooling fans don't appear to be working and the vans engine temp starts to climb in traffic and at stops every time but stays in the normal operating area while driving down the road, could it be the fans control sensor and where is it located?

Turn on the A/C high and check the cooling fans operation. They should automatically come on with A/C on. If not then suspect faulty fan motor. If it does then check cooling fan relay
