1999 Chevy Truck Starter Tests ok, truck wont crank

Engine Performance problem
1999 Chevy Truck Four Wheel Drive Automatic

Chevy K3500/350V8

The starter bench tests ok in a good test rig. I saw it. The gear went out and turned.

Engine turns manually.

I hear the starter gear turning but it is not engaging the flywheel.

Like the solenoid isn't working right.

What do I look at next?

I hear the starter gear turning but it is not engaging the flywheel. Is it making a whining noise?-if not the starter overrunning clutch is slipping no time to rebuild replace it-

No whine. just a healthy rotation.

If I understand, you say it isn't worth it to rebuild, I should just replace it?

Its new and if there's no physical contact with the starter drive pinion and the flexplate, it needs shimming-Shims are used to get the drive pinion closer to the flexplate-
