1998 Chevy Truck wont start

I have a 1998 chevy pu. Motor turns over but does not start. Motor has spark and I can hear the fuel pump running. Tried to spray starter fluid into air intake on top of manifold, but not even a pop out of the motor.

It might have spark but wrong valve and ignition timing it will never start-
