1996 Chevy Astro wipers.

Chevy astro 1996 180,000 Everytime I turn my headlights on my front and rear wipers come on and right headlight stays very dim even on bright and my right blinker light stays lite up on dash. Also when I turn my ac on both wipers come on and the ac hardly blows at all (worked perect before the wiper ordeal) any ideas? Now the past few days its not wanting to crank when I turn the key I can hear the fuel pump and my radio and all comes on after about 10 to 15 trys it finally cranks like nothing was wrong could this be related to the wiper deal? If anyone could help or give suggestions it would be greatly appreciated. Ty for your time
