Parking brake is stuck?

I can push the parking brake pedal in and it stays in and I can pull the release handle out and the pedal pops back up but the brake doesn't release. I don't have a way to work on it where its at right now so all i'm looking to do is cut a cable or something so I can get the brake to disengage so I can drive it to get it fixed

This is one of a couple reasons, but it all comes down to something is seized.

Either your shoes in the rear have locked to the drum and the release is not actually releasing. Or the other reason is the cable is seized in and not releasing the shoes.

So, we need to remove the rear wheels and pull on the cable and see if you can loosen it or you are going to have to use a hammer on the drums to try and break the seized components.
