1995 Chevy Truck help please

When I go in reverse the passenger side rear tire backs up a few feet then locks up and I cant go any where I can go forward but not back. I dont know anything about car repair when it comes to this please help. Ps it has been extremly cold here and the problem gets a little better when the temp is at 30 degrees or above

Hi:
Remove the tire / wheel then remove the brake drum and inspect the brakes for a broken hold down spring or even the e-brake cable sticking.

Let me know what you find.
