1995 Chevy Lumina LS Van

I have a 1995 Chevy Lumina LS Van with over 140,000 miles the check engine light has been on since I have owned the Van. I have taken my van to different places to have the codes read to find out what the problem is but they don't have ther right code reader to read it. Just recently the van has been chugging when the weather is cool it will run fine but when itemperature rises it starts the chugging and when it is too cold out it does the same. When it is in the chugging mode it sometimes does not get over 20 to 35 mph. Can you please tell me what the problem might be and how to fix it with little to no expenses on my part.

Don't do the answer initially provided to your question.
I have the same problem.
It won't work and you could damage the van.
The 1995 Lumina Van doesn't use the OBD scanner tools either 1 or 2.
Don't try to do the jump think either.
The scanner connector isn't wired that way.
OBD 1 causes the flashing light thing. 12 pin connector.
OBD 2 reads codes. 16 pin connector.
The 1995 Lumina Van (right out of the shop manual) uses a "Tech 1 Scan Tool" to read codes.
(12 pin connector OBD 1 will fit but not work)
Auto Zone isn't fluent with it, neither is Advanced Auto.
Ebay only has scant reference at a cost of several hundreds bucks.
