Did you check the ring gaps? Are the oil segment rings fitted correctly. How hard is hard to turn? Can you turn it by hand with plugs out? It's a bit hard to know how hard it is with out feeling it. A re ringed engine will be firm to turn, but it should spin freely with the starter, Did you oil all the rings and bore before fitting pistons?
