1990 Chevy Truck starter will not turn motor at all

Looking to buy a truck that the current owner says was run low on oil, owner says motor will not turn at all with the starter. If I can turn the motor by hand a full 360, what else might keep the engine from turning with the starter?

Hi there,

If you can turn the engine by hand, I would be looking for an electrical problem with the starter circuit or a faulty starter motor, look here next.
