Low speed blower relay

1998 Tahoe 238000 miles 5.7 engine.I cannot find the low speed blower relay for the heater blower. It works fine in the two higher speeds, but it does not work in the two lower speeds.I have no power at the motor on the two lower speeds and 9.6 and 12 volts respectively on the two high speeds.I have replaced the blower speed switch and it made no difference.I located the relay under the hood in the power dist. Panel but have no idea where the low speed relay is. Can you help me?

You are looking for the blower motor resistor,( it should be located near or on the blower motor housing, under dash, or in engine compartment,)

this is what you are looking for,(at least this is what you will see), remove it and replace it.
