2000 Chevy Tahoe Bad Braking

Brakes problem
2000 Chevy Tahoe Four Wheel Drive Automatic 105000 miles

We have had the complete brake system of our Tahoe replaced twice since we purchased the vehicle because of "soft, spongy" feeling when brakes are applied. This has cost us over $1500 and they still perform the same. It feels like not all four wheels are engaged in the braking. What is being missed that the brakes continue to act this way?

What brand of pads and what part numbers are being used?

Both times the brake systems were replaced at Chevy dealers. The first time was at the dealer where we purchased the vehicle new and the second time was last year at a dealer near our current home. I am assuming they used specified Chevy parts.

Hate to say it, but that is the way the GM engineers designed it, you aren't likely going to get a better pedal.
