1999 Chevy Tahoe What is this

I just recently purchased this as a cheap 3rd vehicle to help get through the snow this winter and as I was looking over it I noticed a box near the radiator on the drivers side of the vehicle that I didnt recognise. It has a hose, tubing, and a service port on it and when I crawled under the car I saw a 3prong electricle outlet hanging from it. There is also an extra battery tray on the drivers side. I was just wondering what this box was and why the extra tray.

The box contains charcoal that acts as a catalyist for the gas fumes that are drawn into the box from the gas tank. The tube with the service port, carries the fumes to the purge valve, where (after a certain time) they are released into the intake. This enhances the combustion process.
The tray is for an extra battery. This is sometimes needed in cold weather climates -- especially if the engine is a diesel. Otherwise, if there is not an extra battery, its just an empty space.I put a spare quart of oil there for when I need to add some.
