2005 Chevy Suburban spare tire lock removal

When trying to remove the spare tire lock, insert key turn nothing moves ! Does the lock cylinder just come out, or the black bracket around it ! Sprayed WD-40 around everything -- no luck ! Thanks !

Looks like I solved my problem ! With much tender persuasion, the lock cylinder came out---Two "O" rings around it--Chevrolet should have put a little lube on them---works great with a little silicone grease on them !
