1998 Chevy Suburban Engine Fan Clutch Problem

This past summer I was driving down a dirt road and hit a very large pothole/sinkhole, my snowplow bracket (I only leave the bottom part on year round) dug into the sand and apparently forced some sand to fly up under the hood and into my engine fan. The engine fan was plastic and snapped off a few blades. We were able to locate a replacement fan at a junkyard, this one is a steel fan. Since then, whenever I accelerate it seems like the fan is not shutting off. When I try to spin it with the engine off it does not spin freely at all. I have a 1997 GMC Suburban which has a steel fan (it's totalled right now). Would it make sense to switch the entire engine fan/clutch assembly from one vehicle to the other? (Everything except the actual water-pump)

When I try to spin it with the engine off it does not spin freely at all. When the engine is cold it shouldn't spin freely it should have some resistances-seems to me the fan clutch is doing its job otherwise the engine will be overheating

It should spin freely If I just drove it for 30 minutes and then parked it shouldn't it?
