2003 Chevy Silverado Tailgate

The tailgate latch will not open the tailgate. How difficult is this to repair and can a casual do it yourselfer fix it?

When you pull on the latch does the handle feel loose or can you feel some it trying to work? if the handle is loose the connecting rod could be off. if it tries to open then the latches are stuck. You will have to remove the inside tailgate cover to repair the rod. if the latches are stuck try using wd 40 on them to loosen them up to get it open.
