1997 Chevy Silverado door locks

My passenger side power door lock button will lock the doors but it will not unlock them. The drivers side button will not lock or unlock the doors. The door locks themselves are hard to get unlocked with the key. I'm not sure what the problem is, so if you could help me out it would be greatly appreciated
