Brakes problem
1995 Chevy Silverado V8 Four Wheel Drive Automatic 200+ miles

When starting the vehicloe with foot on brake pedal there is a hissing noise like static on the radio and the brake pedal is very stiff. When driving it take both feet to apply enough pressure to the pedal to get the truck to slow to a stop. I am a male who weighs over 200 pounds and am physically fit and I cannot push the pedal to the floor even using both feet. The Brake fluid resovoir is filled to the correct level. There are no visible signs of brake fluid leaking. When there is no pressure applied to the brake pedal there is no hissing noise and the vehicle rolls freely.

Hi taopi. Welcome to the forum. Sounds like you have a leaking power booster. You can find a replacement in a slavage yard since they don't fail real often, but watch how you handle it. GM uses a weird double diapragm in some of their boosters. Once removed, if you lay it down on its back or front, a valve could fall out of place. You may not notice it but some people do notice that the pedal is a little harder to push than normal when that happens. It will still work though without leaking. The best way to move it is to set it upright in a box that won't tip over.
