1995 Chevy Silverado heater operation

My heater will only work on high. I have changed out the heater blower assembly/motor and the switch in the dashboard, but no change in operation. It will only blow on high.

try changing out the voltage resistor for the fn on most modles its located behind the glove box on top or front of the heater core housing . it has 3-4 wires that plugs into it and controls the current to the fan motor for differnt speeds
