2003 Chevy S-10 4 cyl Two Wheel Drive Manual

After trying to diagnose my skipping problem I found out my compression test didn't do so well. I have 180psi on #2, 3, and 4 while #1 only has 90 psi, I added oil and it only went up to 100psi. I think it's the head gasket/head or a valve problem any ideas?

By the results of the wet test a valve is most likely.

Would this make it skip or act like it's skipping at any given point?

Most certainly will cause a miss. Probably exhaust you did not mention any popping in intake. Hold a cloth on tail pipe it should suck cloth into pipe if exhaust valve burnt.
