2002 Chevy S-10 No crank

For the past month, every so often when my truck would drop to low RPM's, it would just completely stall out and crank over for a while before it started again. This happened 3 or 4 times, the last time being about 2 weeks ago. Now today I go out to start it and the fuel pump hums correctly when I turn the key on, everything seems to turn on normally until I turn the key to crank the engine. This is when I get a buzzing noise coming from my main fuse box under the hood. It will not turn over at all, my dash lights flicker on and off and my interior lights shut off for a moment and then they come back on along with my fuel pump, dash lights and radio. But after I turn they key again, everything goes haywire for a moment and then seemingly back to normal. I turn the key to crank it over and it makes the buzzing noise and constant clicking and continues to make the clicking noise for a few second after I turn the back to the on position. Once the clicking stops, everything in my truck turn back on. I am suspecting it may be the Ignition Control Module, but let me know what you think.

For a start check the ignition switch seems like its breaking up

Is the ignition switch located under the dash on this model? Maybe around the area above the brake pedal? I am hearing a noise coming from down there that sounds like something is shorted out. I dont hear it everytime I try to crank it, but I have heard it a couple times.
