2000 Chevy S-10 will not turn over

When I turn the key my truck does nothing. Starter doesnt ingauge. My fuel pump doesnt hum. I have replaced the starter and have power 2 it. Hooked up a diognostic computer to my truck and it wont read anything or communicate with my truck. How do I check the ignition? Could it be anti theft? My lights not flashing but my dash lights dont always want to work. My trans was having trouble shifting into overdrive but seems fine now. Any advise would be appreciated. Thanks.

The purple wire at the starter solenoid S terminal, should be hot with the key in the crank position. I know you said you had voltage at the starter, but, which terminal? The bat terminal at the starter solenoid should always be hot.

Passlock antitheft shouldn't have any effect on your starter circuit.

At the datalink connector, check pin 16 for voltage? There is usually a fuse that protects that circuit.
