1998 Chevy S-10 speedometer issues

The speedometer shows to be about 10 mph below actual speed. The dash shows all lights illuminator( check eng, highbeam, tow/haul, seatbelt, service 4x4, etc.)
t5he truck also does not respond to diagnostic tests through the obdii port.

what could this possibly mean

When U run diagnostic tests and u don't think the computer is responding.

Remove a battery cable. Wate a bit to let the computer clear itself. Then drive for a while and try again.

If still no reply from the computer and everything other then your speed being off is ok.

Check your tires size, r the ones on now different.
This could make a different in your speed.
