1995 Chevy S-10 brakes lock up at low speeds

I just had the battery replaced and my breaks lock up at parkinglot speeds. I dont know if I have abs or not. I have tried looking for the abs relay but was unable to locate it. I dont know which wheels are locking up but I belive the primary breaking problem is in the rear set.

Have you checked to see if there is a wheel cylender leaking or axle seal? If everything is dry, does the problem go away after driving? Also, can you describe what is happening?
