Engine Performance problem
2000 Other Chevrolet Models Two Wheel Drive Manual 80.000 miles

45MPH going up small hills
2000 Chevrolet Tracker 1.6 stick shift* replaced fuel filter/air filter/gas cap. Removed EGR/ no carbon/all coils ohm 23/ terminals #2 & #5 12.37vdc to ground. I pulled codes 420,400,440 and 455. I know there are emission control issues but can not solve the loss of power problem.
Checking the EVAP system The EVAP canister vent valve is not receiving voltage @ to open when at warm engine temp. Could some one aid me in what to check repair.
What prompt me to start trouble shooting/ I loose power driving up hills.

Check fuel pressure and for clogged catalytic converter, You can do a backpressure test by removing the 02 sensor before the cat, install the pressure gauge, and if it's more than 1 1/2 to 2 psi the cat is clogged. What does it do on flat ground under hard acceleration? P0420 is the catalyst efficiency code, could mean a bad cat! Too much backpressure can cause some of the other codes.

I removed the top H2O and installed a port to test pressure was.600 pisig or 17 in W.C.
The car seems to run OK for a few miles and then decelerates up hills and very slow response on a flat surface. On a flat road it will slowly increase speed to 65 MPH.
