What's my best option for starting a flooded engine due to cold (-20 below zero) weather. Someone told me to disconnect the fuel pump fuse, so that the fuel pump won't work when turning the motor over.
The car has a "frost plug" but was not plugged in on the night it got real cold out.

The engine might not be turning over fast enough to start it, you can try just a little starting fluid in the intake. Do not use too much! If the car tries to start then you can use a little more. Sometimes with -20 weather cars a very hard to start.
