2001 Chevy Monte Carlo engine surge

I am having engine surge under light load at 30-50 mph It does not do it while acelerationing only holding steady speed. I have replaced the fuel cap, fuel filter spark plugs and wires and checked air filter nothing has changed The car has ben serviced at precribed intervals using mobil 1 syntetic oil. It does not burn oil and outside of this problem the engine runs fine

Yes that has to do with the evaporation of gas fumes and ive changed gas caps but that didnt change lite havent check vacumn system yet
