1995 Chevy Monte Carlo Front Wheel Drive Automatic 222000 miles

My car is sucking in the air from outside but it is not being filtered. It has gotten to the point that my car has dust on the inside as soon as I take it for a spin and my hair and clothes are filthy after riding in it. I read that there is no cabin air filter in that year car. Do you have any suggestions on what this could be caused from and how I go about fixing it? Thanks, SB

You see the actuator on the right in the diagram. When vac is applied, there is a door that should shut off outside air. There are many possible issues? Something wrong with-- actuator--solenoid--vacuum--possibly something wrong with that door that should open and close. I can't be sure without getting in there?
