2002 Chevy Malibu fuel tank gas leak

When the car start, gas leak from the 3 rust speckles(see the pics), I don't know how the rusts form? The 3 rust speckles have 2,30 cm high from fuel tank bottom.
And how to repair it?

Most likely there is a fuel line that is rusted out, and the fuel just happens to be running down to where those 3 holes are.

I can not tell you how much it will cost to fix it.

There are too many variables.

The biggest thing being, we haven't seen how much of the fuel line is damaged.
So maybe it can be spliced, or maybe the whole thing will have to be replaced.

I don't know where you live, so I don't know if the price of parts are inflated. By your written word, I assume that English is not your first language, and thus you do not live in the United States.

I don't know what the average shop hour rate is in your area.
