2001 Chevy Malibu Please help

2001 CHEVROLET MALIBU

My car will not come out of park while it is on unless i shut it off, turn the key just a little bit, start it in neutral and then put it into drive. The problem with that is that I don't have brake lights when i start it in neutral. please help!!!
