1999 Chevy Malibu car will not run or hook to scan tool

I have a 99 malibu that will not connect to my scan tool or run. The old owner says that the car was struck by lightning and the antenna is melt like so, he had the ecm replaced but nothing. I've ran into a scann tool not hooking up only 2 times the first was a t600 that was struck by lighting and fried the ecm and the other was a chevy express van that the ebcm would not connect the communication wire had rubbed threw in the harness over the tranny. I have went threw all the fuses and relays there good, there is power but no class 2 serial data is coming threw. The only module I can hook to is the airbag the others will not respond I have unhooked each module one by one to see if any will respond but nothing. I had a bcm laying around so I replaced it the theft light flashed like it should have one time and that was it hasnt done it since it should continue to do it until the pass lock is reset. The car will some times start and die I have spark but but it will only put out 45psi of fuel pressure so something is locking it out. If anyone has any ideas please let me know thanks
