1998 Chevy Malibu Fluttering switches

I have replaced the in-dash control panel for the air conditioning system and continue to get fluttering switches on both the fresh air\recycle buttons and the A\C switch flutters off too.

Is there some other relay that may be faulty or control unit that may be causing the fluttering switches?

There is always the possibility of a bad ground but I do not think there is a fuse for the a/c. Do you have the proper amount of refrigerant in the system? A/C low pressure switch could be causing the clutch to cycle and will feedback through the light on control panel. I am not absolutely positive on this, but it is worth a shot.
