1998 Chevy Malibu Brakes/struts

1998 Chevy Malibu 4 cyl Manual 140000 miles

I'm aware I'm in need of new struts and found out my rotars are rusting. My question is that when I brake the car pulsates to a stop. Is this related to the Brakes or struts?

Pulsation when the brakes are applied is a brake problem. It means the rotors are warped. This happens from the heat. When a pro does a brake job he either replaces the rotor or he turns the rotor to take the warpage out. Sometimes the rotors are to thin and have to be replaced.
