1970 Chevy Malibu pressure in tank

pressure in gas tank, fumes get in car when remove gas cap alot of air escapes put on new gascap called manufacturer they said correct gas cap vented non surge, thought might have defective cap traded twice this is 3rd cap this is a1970 malibu delivered to dealer in tn. so it does not have california emissions. tank has even built up pressure after car has set acouple of days what could be my problem?

Have the entire evaporative system checked from the charcoal canister all the way to the fuel tank

Excessive pressure in fuel tank-could be caused by a pinched vent lines,plugged up charcoal canister, or a plugged up liquid/vapor seperator
