2000 Chevy Lumina Could not locate A/C circute or AC blowe

My car A/C was ok till last week. Now no cool air. Thing is blower not working when I switch on A/C. Where is its relay location?There are 2 fuse box one near battery and other below steering wheel.I cannot identify any fuse which controls a/c circute. Here blower means fan near radiator. Not the one which blows air inside sedan. When engine temp. Goes up both radiator fan works fine.I feel I cannot hear clutch on/off sound. So somehwere 24v missing. But first step should be fuse. Where it is?That is causing problem I feel as I faced long a/c problem in my old mazda car.
