Thermostat replaced, no evident antifreeze leak, radiator flushed out

Check the water pump if its doing job if okay -could be airlock in it -try bleeding it -don't work get it block and pressure tested-

You may have bad coolant temp sender. This would keep your fan from cooling. If u drive in the city this may be your problem. Highway speeds can actually suffice to properly cool it.
