1998 Chevy Lumina Locating turning indicator fuse

My Lumina has a problem with the turning indicator when I try to signal to go left. The flasher arrow ticks fast and sometimes the light (signal) does not flash. Other times it is fine.? With other cars I have had it meant the flasher or fuse was bad. I cannot find the owners manual and am not sure where the box is and which fuse is the right one. HELP HELP !

On this vehicle, the flasher fuse should be located under the dash, clipped to the steering column, it should be silver and round. Look really good because for some reason chevy wanted to play hide and seek with it
