My car engine races and when I take foot off excelarator the car jumps forward a few times

Check your throttle and cable for binding. Remove the cable from the throttle body, then operate the throttle by hand, any binding or loosness in the plate and shaft means replace throttlebody, if that's OK check the cable for binding.
