1995 Chevy Lumina Cooling fans

Engine heats to operating temperature, then will overheat sometimes. When the engine overheats the cooling fans do not come on until the engine reaches about 260 degrees. Also they do not come on when the A/C is turned on. Checked both relays for the cooling fan and the fan is getting good power and ground. Fan will run when hardwired to battery but won't kick on at 220 degrees when its supposed to

Welcome to the forum, if you unplug the coolant temp sensor and turn on the key, does a fan run?

As you can see, the terminals for the red and orange wires, is hot all the time. The dark green wire is ground for coil side of relay, controled by pcm. If your fully obd1 compliant, 12 pin datalink connector, check for codes.
