1993 Chevy Lumina

I just had some tires put on and they noticed that on my right side, the brakes stick and make noise. I never heard them before, but now I do. I don't seem to have a problem stopping though. Any ideas?

Jack up the vehicle and turn each wheel, let me know if there are any differences in the amount of force needed to move the wheels or noises.

They are hard to turn, like sticking just a little. As I move them more, they loosen, but then stick again. Thanks for helping me out :)

Does it happen without any pedal response? It just sticks?

Does it stick and loosen in the same part of the rotor? Or does it happen randomly
