No Power to Radio and Power Windows - '97 ParkAve

I have a 1997 Park Avenue which the Radio and Power Windows (all 4) stopped working at the same time. I have checked fuses, RAP relay and most of the wiring harness (the parts I can get to) all check out okay.

I believe that I have already check all the fuses. Is there a location other than the 4 fuse boxes (2 under passenger side engine compartment, 1 under dash-passenger side and 1 under back seat) or the one fuse under the stearing wheel (2 - 2amp fuses)? Is these the fusable links you are talking about?

I followed the cabling to a black ring with 4 wires under the back of the stearing wheel horn cover. That is the last location that I could find the cable.

In any case thanks for the help.
