My van is hard to start when cold. Will only start with short bursts from the starter, long cranking provides no result. A shot of starting fluid works.

Cold as in cold temperature outside? Cold as in first start in the morning?

Cold as in any time vehicle has been off for about 4 hours?

I mean after the engine has been shut off for more than 3-4 hours. The air temp is always 60 to 70 degrees.
