1993 Chevy Corsica turn signal

When I click the turn signal up or down they will not flash by themselves, when you keep clicking up or down then the signals work. I have replaced the flasher and that did not fix the problem. What could this be?

Could be a fuse.

Did you check all the lights? It maybe a blown bulb on both sides. This would cause the lights not to work. Do the hazard lights work?
