1991 Corsica LT 3.1 168,000 miles. I have just replaced the front struts. The new struts look just like the old ones. The strut bolts came out hard, and required some hammer strikes. I believe the tie rods were already disconnected at that time. With the new struts in, the tires toe out almost 15 degrees each! This is my first time replacing struts, so I am unsure where to start. Replace tie rods? Try to adjust? Where do I start? Thanks.

As long as the struts were correct, you probably just need an alignment. You can get it close by using a tape measure and adjusting the tie rods to get it to a shop, but you need an alignment machine to hone it in.
