1998 Chevy Cheyenne fuel pump

It seems that my fuel pump is out, how can I tell it's out. When I turn the key, I don't hear it coming on. I've checked the relay and it seem to be working, cause I can hear it clicking. I've desconnected the cable going to the pump and check for volts and found 5 on each connector. What else can I do before I take the pump out and replaced.
