1994 Chevy Cheyenne Spark plugs have oil on them

Engine Performance problem
1994 Chevy Cheyenne 6 cyl Two Wheel Drive Automatic 15K miles

I recent had my engine rebuilt and the spark plugs continue to foul up and I am having to change them frequently to keep my truck running smooth. It also has a white smoke during the idle and once I take off from a light or stop sign. Please advise before I return to the shop that done the work. Thanks!

It wasn't rebuilt properly-oil on plugs could mean valves/rings/cylinder wear problems-white smoke means coolant is being burn in the combustion chamber
