What would cause a 2005 Chevy Cavalier not to start unless you put your foot down on the gas peddle only when you fuel it up, but it will start normally every other time when you don't have to fuel.

When you refuel your car seems to be bleading off the pressure in the fuel lines causing it to have to recirculate the gas back to the fuel rail. Try turning the key to ON for 5 secs and OFF then back on repeat that 5 times. Then START the car, if it fires right up I would check the fuell pressure regulator or check valve.
