2000 Chevy Cavalier can not read codes

I can not read the codes on my 2000 cavalier. The code reader say's ErPr I tried another code reader and could not get it to read either. Any ideas on what to do or look for.

Did you check datalink connector pin 16 for voltage? If no voltage, check cigar fuse, also check for voltage to the fuse.

No I did not try this but I will, I wasn't sure which pin was power so I will try this next and the cigar fuse.
