1999 Chevy Cavalier catalitic converter

Was told I can hollow out my catalitic converter. What is the best way to go about doing this?Is a better option simply cutting it out and running a straight pipe. It is obviously clogged/failing, car will not exceed 30 mph

You can check for excessive backpressure in the exhaust or get a gas analysis test. Disconnect the exhaust pipe from the exhaust manifold and see what happens-You can puncture it out or the straight pipe as you wish.
