Occasionally after stopping, pressing on gas pedal produces no action. The pedal goes to the floor but the engine doesn't respond. Putting car in neutral and shutting off and restarting allows normal operation. What could be the problem?

No, not on OBD2. If you live near an AutoZone or Advanced Auto, they will read them for free. Just don't let them analyze or sell you anything.
