1991 Chevy Cavalier drained battery

somthing is draining the battery. Question we have had the starter tested, the alternator tested, and the new battery tested. Now the key is stiff to start the car and at times the key will come back to far on it's own and will kill. Would or could the ignition switch be bad causing a complete circuite draining the battery when the key is turned off and sticking open causing the draining of the battery?
